Here’s a YouTube Short, showing how you can achieve that aesthetic right from your iPhone camera.

On an iPhone:

• Focus on the part of the image you want at the forefront
• Tap on the screen and pull the brightness down —
• Long press to lock the focus
• In the edit, reduce the exposure a touch. Increase the contrast. Increase blacks ever so slightly
